The European Union has finalized a major reform of its air passenger rights rules, introducing new requirements on baggage allowances, fare transparency and passenger protection.

One of the most relevant changes for the luggage industry is the introduction of a guaranteed free personal item. Passengers will be entitled to carry one small bag or backpack measuring up to 40 × 30 × 15 cm, provided it fits under the seat in front.

The new rules do not require airlines to provide a standard cabin trolley free of charge. Airlines will still be allowed to set their own cabin baggage size and weight limits and may continue charging for larger carry-on bags.

At the same time, airlines and booking platforms will be required to provide clearer fare information from the beginning of the booking process, making baggage-related costs more transparent to travelers.

For luggage suppliers, the reform creates a clearer product opportunity. The 40 × 30 × 15 cm personal item now provides a common reference size across the EU market, potentially increasing demand for compact under-seat travel bags, backpacks and soft-sided luggage designed for short trips.

Consumers looking to avoid additional cabin baggage fees may increasingly choose to travel with only a personal item, particularly on low-cost and basic-economy fares. This could support demand for products that maximize usable capacity within the permitted dimensions.

Key product features may include lightweight construction, expandable compartments, trolley sleeves, laptop storage, organized front-access pockets and secure closures.

Standard cabin trolley dimensions, however, will remain fragmented across European airlines. Suppliers targeting this category will therefore still need to consider the different size and weight requirements imposed by individual carriers.

The new EU rules are expected to apply after publication in the Official Journal of the European Union and the subsequent transition period. For luggage manufacturers and exporters, the coming months provide an opportunity to monitor airline policies and develop products around the increasingly important under-seat personal item category.
